This is a translation of Tafsīr as-Saʿdī as IslamHouse.com publishes it at saadi.islamenc.com, read from that site’s pages. ٱللَّهُ ٱلَّذِى يُرْسِلُ ٱلرِّيَـٰحَ فَتُثِيرُ سَحَابًا فَيَبْسُطُهُۥ فِى ٱلسَّمَآءِ كَيْفَ يَشَآءُ وَيَجْعَلُهُۥ كِسَفًا فَتَرَى ٱلْوَدْقَ يَخْرُجُ مِنْ خِلَـٰلِهِۦ ۖ فَإِذَآ أَصَابَ بِهِۦ مَن يَشَآءُ مِنْ عِبَادِهِۦٓ إِذَا هُمْ يَسْتَبْشِرُونَ 48 وَإِن كَانُوا۟ مِن قَبْلِ أَن يُنَزَّلَ عَلَيْهِم مِّن قَبْلِهِۦ لَمُبْلِسِينَ 49
{48 - 49} Mwenyezi Mungu Mtukufu anajulisha kuhusu ukamilifu wa uwezo wake na utimilifu wa neema yake kwamba, "huzituma pepo zikayatimua mawingu" kutoka ardhini, "kisha akayatandaza mbinguni kama apendavyo. Na akayafanya mapande mapande" yaliyopandana juu kwa juu. "Basi ukaiona mvua inatoka ndani yake," kwa namna ya matone madogo yaliyotawanyika, na hayateremki maji hayo yote pamoja yakaharibu chochote yanachokifikia. "Anapowafikishia awatakao katika waja wake, mara hao huwa na furaha," wakibashiriana wao kwa wao juu ya kunyesha kwake. Na hilo ni kwa sababu ya mahitaji yao na haja yao kubwa juu yake. Ndiyo maana akasema, "Na ingawa kabla ya kuteremshiwa walikuwa wenye kukata tamaa," kwa sababu ya kuchelewa kwa wakati wa kuja kwake. Na iliponyesha katika hali hiyo, ikawa ina nafasi kubwa sana kwao, na furaha na kuwa na bishara nzuri kwao.
